UP Leather & Footwear Policy 2025 — Incentive Assistance
Up to ₹80 crore park subsidy, 100% stamp duty exemption, for leather and non-leather footwear manufacturing in the Agra-Kanpur-Unnao belt — we handle eligibility, documentation, and filing.
Uttar Pradesh already accounts for about 46% of India's total leather exports — Agra is the country's footwear capital, Kanpur a global hub for safety footwear and leather goods. The UP Leather & Footwear Policy, 2025 builds on that with cluster-based development and private industrial parks across the Kanpur-Agra-Unnao-Lucknow-Bareilly belt.
Key incentives
- Park capital subsidy: up to ₹45 crore for 25–100 acre parks, up to ₹80 crore for parks above 100 acres
- Stamp duty exemption: 100%
- Export-oriented unit support: reimbursement schemes, freight subsidies, and warehousing near ports
Who it's for
- Leather and non-leather footwear manufacturers — the policy explicitly covers both
- Park developers meeting the 25-acre minimum, with parks completed within 5 years and 25% land reserved for green/open areas
- Individual plants and clusters with a minimum investment of roughly ₹150–200 crore
How we help
- Confirming which tier (plant, cluster, or park) your investment fits, and the applicable subsidy
- Structuring your application to capture the park subsidy, stamp duty exemption, and export support together
- Coordinating with our Export Promotion Policy assistance if you're export-oriented
Message us your investment scale and location, and we'll tell you — free of charge — which incentives apply and what the next step looks like.
