UP Industrial Investment & Employment Promotion Policy 2022 — Incentive Assistance

A one-time choice between capital subsidy (up to 25% of eligible investment, ₹40–45 crore cap), SGST reimbursement, or a PLI top-up for Large/Mega/Super-Mega/Ultra-Mega projects — we help you compare and file.

The Uttar Pradesh Industrial Investment & Employment Promotion Policy 2022 (IIEPP-2022) is the state's flagship investment-promotion policy for Large, Mega, Super-Mega, and Ultra-Mega category manufacturing investments — typically running into crores. It is separate from the UP MSME Policy, which covers micro and small units instead.

Key incentives — a one-time choice of one

  • Capital subsidy: up to 25% of Eligible Capital Investment (excluding land), capped at ₹40 crore in Madhyanchal/Paschimanchal or ₹45 crore in Bundelkhand/Poorvanchal
  • Net SGST reimbursement: a share of the net SGST paid by the unit, reimbursed over a fixed period
  • PLI top-up: an additional state top-up on incentives already received under the Central PLI Scheme

On top of whichever option you pick, "booster" incentives can add further value: an Employment Booster (2–4% extra, higher for women's employment), an Export Booster, and an Ecosystem Booster.

Who it's for

  • A new manufacturing investment in the Large, Mega, Super-Mega, or Ultra-Mega category (category depends on investment size)
  • Projects registered through the Nivesh Mitra portal, with investment and commercial production falling within the policy period

The single biggest mistake we see: the incentive option is a one-time choice — you cannot switch after picking capital subsidy, SGST reimbursement, or the PLI top-up, so it needs a real financial comparison first, not a guess.

How we help

  • Working out which of the three options actually nets out best for your project's margin, GST turnover, and any central PLI coverage — before you lock in the one-time choice
  • Checking whether your investment is correctly classified (Large/Mega/Super-Mega/Ultra-Mega) in the DPR, since misclassification is one of the most common reasons large claims get stuck
  • Preparing the DPR, CA-certified investment details, and other documentation for Nivesh Mitra registration
  • Filing the claim within the prescribed timeline after commercial production begins, and following up through district/state-level committee approval

Message us your investment size and sector, and we'll tell you — free of charge — which option is likely to net out best and what the next step looks like.
