UP Multi-Modal Logistics Park Policy 2024: Building Integrated Freight Infrastructure

13 October 2025 · Team

Uttar Pradesh sits at a genuinely strategic point for freight movement in north India, with road, rail, and growing air and waterway connectivity. The Multi-Modal Logistics Park Policy 2024 is aimed at a specific piece of that opportunity: developing large integrated facilities where freight can move between transport modes — road to rail, for instance — efficiently, rather than relying purely on standalone warehousing or trucking.

How this differs from the Warehousing & Logistics Policy

UP also has a separate Warehousing & Logistics Policy, and it’s easy to conflate the two if you’re new to this space. The warehousing policy is broader and covers general storage and distribution infrastructure. The Multi-Modal Logistics Park Policy is narrower and specifically targets integrated facilities — think large parks combining container handling, rail sidings, warehousing, and road connectivity in one location, designed to reduce the cost and time of moving freight across modes. If your project is a standalone warehouse, you’re likely looking at the warehousing policy; if it’s a larger integrated hub with multi-modal transfer capability, this is the more relevant framework.

Who typically develops these parks

Multi-modal logistics parks are generally large-scale, capital-intensive projects, often developed by logistics infrastructure companies, large third-party logistics players, or in some cases public-private partnership structures, rather than individual MSMEs. That said, MSMEs and exporters benefit indirectly as users of this infrastructure once it’s operational — faster, cheaper freight movement affects your logistics costs even if you’re not the one building the park.

What the incentive structure generally covers

As with UP’s other infrastructure-oriented policies, expect incentives for park developers to include land support or concessional allotment, stamp duty relief, and possibly capital or interest subsidy tied to the scale of investment. Because these are typically large projects developed under specific approval and possibly PPP frameworks, the application and diligence process tends to be more involved than a standard manufacturing unit’s — treat any numbers you hear as indicative only, to be confirmed for the current policy version.

Why exporters should still care

Even if you’re not developing a logistics park yourself, knowing which multi-modal hubs are planned or operational in your region can meaningfully affect where you locate a new manufacturing or warehousing facility, and how you plan your export logistics chain. It’s worth factoring into site selection decisions even for smaller businesses.
