UP Industrial Investment & Employment Promotion Policy 2022: The Umbrella Policy Explained

16 June 2025 · Team

If you’ve started looking into government incentives for your unit in Uttar Pradesh, you’ve probably run into a wall of policy names — textile policy, MSME policy, electronics policy, and so on. The UP Industrial Investment & Employment Promotion Policy 2022 is the one that sits underneath all of them. It’s the state’s broad, umbrella industrial policy, and it’s usually the right place to start.

What this policy covers

This policy applies to new industrial units and expansions across most manufacturing and industrial activity in the state, not just one sector. It sets out the general categories of fiscal support the state offers — things like capital subsidy, interest subsidy on term loans, exemption from stamp duty on land transactions, and relief on electricity duty for a defined period. The exact rates and caps depend on factors like your investment size, the district your unit is in (UP classifies districts into different development categories), and how many jobs you create.

Why it’s the “base layer”

UP also has more than 20 sector-specific policies — for textiles, food processing, electronics, IT, warehousing, and more. These don’t replace the umbrella policy; they typically add sector-tailored incentives on top of it. In practice, that means a food processing unit, for example, may be able to draw on both the general industrial policy and the food processing policy, depending on how the specific Government Orders are structured at the time.

This is why we usually recommend checking eligibility under this umbrella policy first, even if you already know your sector has its own dedicated policy. It tells you the baseline you’re working with before you layer sector-specific benefits on top.

Who tends to benefit

Broadly, this policy is relevant to:

  • Manufacturers setting up a new unit anywhere in UP
  • Existing units undertaking a meaningful expansion or diversification
  • Businesses evaluating which district to invest in, since incentive levels can vary by location

What this means for you

The categories of benefit are fairly consistent — capital subsidy, interest subsidy, stamp duty and electricity duty relief — but the actual percentages, thresholds, and application windows change as the state revises the policy and issues fresh Government Orders. Don’t rely on numbers you’ve seen quoted online or from other businesses; they may be outdated or specific to a different investment slab.
