How MoUs Get Reviewed: UP's Investor Commitment Tracking Framework

Investment summits generate a lot of headline numbers — total investment committed, number of MoUs signed. What gets less attention, but matters more in practice, is what happens to those commitments afterward. Uttar Pradesh has built a framework specifically to track that.
The gap between signing and building
A Memorandum of Understanding signed at an investment summit is, by design, a statement of intent — not a completed project. Turning that intent into an actual functioning unit involves a series of real steps: securing land, completing construction, installing equipment, and eventually commissioning operations. Any of these can stall for reasons ranging from financing to regulatory delays to changed business priorities. Without follow-up, a signed MoU can simply sit as a number on a summit’s tally without ever becoming ground reality.
What the review framework does
UP’s approach is to periodically review MoUs after they’re signed, checking on progress against the stages an investment is expected to move through.
