Its job is essentially to organise labour-market information and connect job seekers with employers in a structured way, rather than leaving hiring to word of mouth. For a unit hiring at scale — say, ramping up a new plant — engaging with the district-level board can be a faster route to a shortlist than running your own recruitment drive from scratch.
The Employment Mission: skill mapping and grading
A separate Employment Mission focuses on skill mapping and grading of the workforce. In practice, this means the state is trying to build a clearer picture of who has what skills, at what level, and where — which helps employers assess candidates against a known benchmark instead of relying purely on self-reported experience. Over time this should make hiring for specific technical roles more predictable.
Sampoorna Shiksha: linking education to employment
The Sampoorna Shiksha portal connects education institutions with employment opportunities and students. If your unit has ongoing or seasonal hiring needs, this is a useful channel for building relationships with local ITIs, polytechnics, and colleges rather than treating each hiring cycle as a one-off exercise.
Sewa Mitra: an employer-labour interface
Sewa Mitra, available as an app and portal, is built specifically as an interface between employers — both public and private — and available labour. It’s worth setting up a presence here if you regularly need workers at short notice, since it’s designed to shorten the distance between a vacancy and a candidate.

None of these platforms replace your own HR process, but together they reduce the time and cost of finding workers, especially for units that are scaling up or setting up in a new district for the first time.
